Lithgow Osborne served as the third Commissioner of the New York State Conservation Department from March 1933 to November 1942.  He later served as president of the Society for the Protection of the Adirondacks.

He subsequently served as United States ambassador to Norway President under President Franklin D. Roosevelt from 1944 to 1946.
